The Committee on the Canadian Electrical Code appear to be unable to follow the rules in the Code, themselves. Appendix C contains the rules that apply to the committee when they draft rules for us to follow. Rule C12.3 states "explanatory notes shall not be included in the text of the Code..."
I know of a couple explanatory notes that are included contrary to C12.3:
Rule 4-004(4)
"When a load is connected between a single-phase conductor and the neutral ... the common conductor carries a current comparable to that in the phase conductors ..."
Rule 12-3036(3)
"... (for example, a device having a depth of 4 cm would occupy a space of 129 cm..."
